ARTICLE 26 – AMEND THE ZONING BY-LAW TO INCENTIVIZE FOSSIL FUEL FREE INFRASTRUCTURE IN NEW CONSTRUCTION AND SIGNIFICANT REHABILITATION OF BUILDINGS BY SPECIAL PERMIT (Cunnignham et. al)
